Sovereign cloud is structurally cheaper.

AWS and Azure are 4 to 10 times more expensive than Hetzner, Scaleway, or OVHcloud on equivalent compute. The cost myth survived because lock-in was engineered. It is no longer load-bearing. The migration is a cost-reduction programme with a compliance side-benefit.

Sovereignty is a board topic now.

NIS2 makes individual directors personally liable for cybersecurity governance failures, with fines reaching €10 million. The era when sovereignty could be delegated to the CIO is over by statute. The required artefact is documented, defensible, board-approved due diligence.

Three horizons. Most conversations are stuck on the first.

Operational risk reduction (2026 to 2027). Operating-model transformation (2027 to 2029). Structural builds — sovereign AI, quantum, post-quantum cryptography, identity rails (2029 to 2035). The coalition delivering Horizon 3 must include builders and independent voices, not only incumbents.
