The Cordero documents, made interactive · Copenhagen

European digital sovereignty, treated as the strategic question it is.

This lab is a working canvas for the four documents Cordero has published on European digital sovereignty. It is built for one-to-one sparring conversations with collaborators and prospective clients, not as a broad public launch. If the arguments here resonate, the natural next step is a 45-minute conversation. Reach Raul at raul@corderomgmt.com.

The Cordero view

Three positions that shape every Cordero engagement.

These are not slogans. They are the load-bearing arguments in our published work, defended with evidence and sustained across all four documents in our library.

01

Sovereign cloud is structurally cheaper.

AWS and Azure are 4 to 10 times more expensive than Hetzner, Scaleway, or OVHcloud on equivalent compute. The cost myth survived because lock-in was engineered. It is no longer load-bearing. The migration is a cost-reduction programme with a compliance side-benefit.

02

Sovereignty is a board topic now.

NIS2 makes individual directors personally liable for cybersecurity governance failures, with fines reaching €10 million. The era when sovereignty could be delegated to the CIO is over by statute. The required artefact is documented, defensible, board-approved due diligence.

03

Three horizons. Most conversations are stuck on the first.

Operational risk reduction (2026 to 2027). Operating-model transformation (2027 to 2029). Structural builds — sovereign AI, quantum, post-quantum cryptography, identity rails (2029 to 2035). The coalition delivering Horizon 3 must include builders and independent voices, not only incumbents.

The published library

Four documents. One coherent argument.

Cordero publishes openly. The full library is freely available to anyone who finds it useful, not only to clients. Read in order or pick the document that fits your role.

White paper · ~30 pages

Sovereign by Design

The practitioner framework. Seven dimensions of sovereign transformation, four levels of sovereignty, brownfield versus greenfield migration playbooks, the French Cloud au Centre case study, change management, KPIs, and the pitfalls we see most often.

For: CIOs, CISOs, transformation leaders

Boardroom brief · ~15 pages

The Sovereignty Decision

The concise board read. Why sovereignty is now a board topic, the three drivers (regulation, customer trust, supplier risk), four postures the board can adopt, and the documented due-diligence pack a NIS2-exposed director needs in their file before the next risk committee.

For: Board directors, audit and risk committees

Addendum · ~10 pages

The Hidden Case

The cost argument made explicit. Hyperscaler unit economics versus European sovereign providers, the egress fee architecture being dismantled by the EU Data Act, the licensing premium documented by the UK CMA, and the agentic-AI-on-sovereign-infrastructure economics that beat offshore arbitrage on cost, quality, and jurisdiction simultaneously.

For: CFOs, COOs, transformation economists

Horizon paper · ~25 pages

The 2030 Sovereignty Horizon

The strategic outlook. Three horizons of sovereignty across 2026–2035, the European builders to watch (Mistral, IQM, Aleph Alpha, OVHcloud), the structural assets that need to exist by 2030, and the democratisation argument for why the closed CIO room cannot deliver this alone.

For: Strategists, investors, board chairs

Two ways to test the thesis against your situation.

The published documents are the canonical Cordero view. These tools let you stress-test the argument live, with your own role, sector, and 2030 assumptions.

The 2030 horizon simulator

Three plausible 2030 scenarios for European digital sovereignty: Sovereign Awakening, Plateau, and Fragmentation. Each scenario plotted across seven outcome dimensions, with the structural conditions that produce it.

This site runs on European sovereign infrastructure: Hetzner in Falkenstein, Germany. The briefing service runs on Claude by Anthropic with Mistral as failover, so the lab keeps responding even when one provider is unavailable. The lab is a working tool for sparring conversations; the canonical Cordero presence is at www.corderomgmt.com.
